HR 2267 Actually Make Sense

If the conservatives had stopped to give it some thought, they might have realized that there are far better ways of dealing with online casinos than banning them with the Unlawful Internet Gambling Enforcement Act.  The law is not good for anyone involved.  It is hurt full to online casinos for obvious reasons, however it will also put unnecessary strain on the financial industry which has already complained that the tasks put before them by the Unlawful Internet Gambling Enforcement Act is almost impossible to accomplish.

HR 2267, the alternative put forth by Barney Frank is a far more executable law.  Also know as the Internet Gambling Regulation, Consumer Protection, and Enforcement Act, HR 2267 will establish a regulatory frame work for online casinos.  That means online casinos could legally operate in the United States after acquiring an operators licenses.

The problem with the Unlawful Internet Gambling Enforcement Act is that it does not do a lot to rid the United States of untrustworthy online casino operators.  At least with HR 2267 consumers will have the option of visiting online casinos that have been approved by a regulatory body within the United States and should that online casino attempt to cheap consumers, they will have to answer to a body sanctioned by the United States government.   

Before acquiring a license, the HR 2267 demands that online casinos take reasonable steps to prevent compulsive gambling and underage gambling.  The online casinos, as opposed to the burdened United States financial industry will be held responsible for preventing money laundering and fraud.
