So that is the way it is going to be.  Online casinos will become legal piece by piece in the United States.  Representative Barney Frank is making a very valiant effort of getting online casinos regulated in one swoop, but if he fails that is not likely the end of the battle.  Bit by bit the United States is making exceptions to various games found at online casinos.

There are no laws against online lotteries in the United States.  Many states have put their lottery online by this point.  The United States also allows online fantasy sports.  Fantasy sports are hardly based on skill but they have the blessing of the United States government for what ever the reason might be.  Both state run lotteries and fantasy sports are exempt from the Unlawful Internet Gambling Enforcement Act. 

However more and more games are being legalized on a state by state basis.  Online poker is very much associated with online casinos, but more and more court battles are ending up with a ruling that online poker is a skill based game and therefore United States residents should be allowed to wager on the game. 

Next in line is Keno.  The Maine Lottery is considering allowing gamblers to wager on games of Keno through their online Lottery. 

It seems like the United States has a closeted gambling addiction.  We all know that it is inevitable that online casinos will be legalized there is this resistance to the idea.  Hopefully this year Representative Frank will be successful and force the United States to confront its problem.
